What's Happening in Fulton NRP Phase II Planning Process Find Out How to Get Involved

 

 

As Fulton Neighborhood entered into the second phase of NRP planning, we looked back over the last five years of activity. The following report describes all that has been accomplished by the hardworking neighborhood volunteers in Fulton.

To enter into Phase II, FNA had to submit a participation agreement that outlines the process and policies to govern the planning.

Phase II Planning Process

Background: Fulton Neighborhood entered into a planning process to determine spending priorities and projects for the second round of NRP funding through the City of Minneapolis. On April 14, 2004, the neighborhood approved the Fulton Neighborhood Action Plan. On April 19, 2004, the Minneapolis NRP Policy Board approved a policy that affected the allocations within the Fulton Neighborhood Action Plan.

The new policy established the funding formula that determines how much money each neighborhood will receive. The policy also requires that 70% of the amount allocated to neighborhoods will need to be expended on housing or housing related programs, projects, activities or services in Phase II to ensure that the program meets its housing obligation. As a result of this policy, there is an additional $83,189 available for the Fulton Phase II Action Plan, making the Phase II allocation $387,2999. However, a greater percentage of Phase II funds must be allocated for housing purposes.

The neighborhood approved the revised Phase II Plan on February 9, 2005 at a community meeting held at Pershing Park. The plan should receive final approval from the Minneapolis City Council in early April.

Phase II Housing Process

With a 70% requirement to spend funds on housing-related projects, Fulton focused much of its planning efforts to assess neighborhood attitudes toward housing. The Housing Committee formed to manage this task implemented a random sample survey to learn what neighbors think about urban housing issues in Fulton. The input received from this process has been used to shape the Phase II housing projects and can be seen in the Housing Survey Report.
