Neighborhood Revitalization
Program
With almost $1.3 million in funding from NRP since
1995, there have been over 60 neighborhood improvement programs
implemented in the Fulton Neighborhood. Neighbors have been involved
by volunteering to help plan and implement strategies.
In Spring 2001, the Fulton Neighborhood officially
completed its first phase of involvement with NRP and engaged
in a Phase I and neighborhood evaluation process. With this process,
planning for Phase II of NRP began. The Phase II planning process was completed in March 2004 and the neighborhood approved the Fulton Phase II Action Plan at a community meeting on April 14, 2004. On April 19, 2004, the Minneapolis NRP Policy Board approved a policy that affected the allocations within the Fulton Neighborhood Action Plan.
The new policy established the funding formula that determines how much money each neighborhood will receive. The policy also requires that 70% of the amount allocated to neighborhoods will need to be expended on housing or housing related programs, projects, activities or services in Phase II to ensure that the program meets its housing obligation. As a result of this policy, there is an additional $83,189 available for the Fulton Phase II Action Plan, making the total allocation $387,299. However, a greater percentage of Phase II funds must be allocated for housing purposes.
The neighborhood approved the revised Phase II NRP Action Plan on February 9, 2005 at a community meeting held at Pershing Park. The plan has also been approved by the Management Review Team and the NRP Policy Board and was approved by the Minneapolis City Council in April 2005. The neighborhood is currently implementing the remaining Phase Iand Phase II NRP projects.
